About us The Seymour Osman Community Center and Youth Safe Haven (SOCC) is a private non-profit youth safe haven / police mini-station that is affiliated with the Dover Housing Authority. The SOCC aims to help children graduate from high school with a good work ethic, strong conflict resolution skills, clear goals for a better future, and the confidence that they can achieve their goals.
